over the British Section per mile might be fixed at a some-
-what higher rate than for the Canton Section but the
competition of water-transport will limit this increase.

The next matter for discussion
is how in matters of detail to adjust the actual running
of trains and interchangeability of Rolling Stock, use of
Stations and Workshops, adjustment of Accounts, and other
matters so as to carry out the principle of a "single
continuous line", with mutual interests and an adequate
check. Mr. Eves proposes that Engines shall be changed at
the frontier, but that Wagons and Coaches shall run
through. Some recognition of the use of the Terminal
Station at Kowloon is reasonable, and the question of Work-
-shops is one which offers many points for discussion.

Finally there is the question of
Duties and the collection of Likin. With this matter Sir
John Jordan is in negotiation already with the Central
Government as regards the Shanghai-Nanking Line. There are
also subsidiary points which I have raised in my Despatch
to the Minister such as whether transit certificates can be
issued from Kowloon as from a Treaty Port &c.
